The intent of the Binational program is to develop coordination of activities among U.S. States that participate in programs with Mexican States to improve the continuity of educational and social services for migrant students who migrate between the two countries.

HEP and CAMP are educational programs which serve students from migrant or seasonal farmworker families. HEP helps students who have dropped out of high school get their GED, and serves more than seven thousand students annually.

The Office of Secondary Education for Migrant Youth (SEMY) serves middle school and high school migrant students and educators. The office administers programs to ensure that migrant youth have an opportunity to graduate.
